In a press release on October 15, the Joint Staff of Japan's Ministry of Defense said it had "confirmed that" the Chinese Navy aircraft carrier "Liaoning" (hull number 16) and three destroyers, four vessels in total, "sailed toward the South China Sea" on the same day. The same announcement said that on the previous day, the 14th, it had confirmed carrier-based fighters and carrier-based helicopters taking off from and landing on Liaoning "about 10 times" in waters about 250km south of Ishigaki Island, Okinawa Prefecture. The location, time, and number of times are all from the observation announcement by Japan's Joint Staff.

The Joint Staff also posted the same content on its official X account. The Japanese-language account posted at 18:23 on October 15 (KST) that it had "confirmed about 10 takeoffs and landings" and had "confirmed that the 4 vessels sailed toward the South China Sea." ## What Was Confirmed — The Three-Day Track Under Japan's Announcement

The track is recorded across the October 14 announcement and the October 15 announcement. According to the October 14 announcement, the Japan Maritime Self-Defense Force first confirmed four Chinese vessels sailing south at about 11:00 on the 13th in waters about 390km southwest of the Danjo Gunto, Nagasaki Prefecture. They were Liaoning (16), two Renhai-class destroyers (103·104), and one Luyang III-class destroyer (123). On the 14th, it said the four vessels passed through the waters between Okinawa Island and Miyako Island to the southeast and headed toward the Pacific Ocean.

The Joint Staff's Japanese-language account posted at 19:30 on the 14th (KST) that it had "confirmed that they sailed southeast through the waters between Okinawa Island and Miyako Island and headed toward the Pacific Ocean." [https://x.com/jointstaffpa/status/2110317371932205415](https://x.com/jointstaffpa/status/2110317371932205415?ref=bexus.info)

The English-language account reorganized the list of vessels and the location of the first observation on the 13th into a thread at 16:00 on the 16th (KST). This thread also included the passage that "Air Self-Defense Force fighters scrambled in response to the carrier-based aircraft." [https://x.com/JapanJointStaff/status/2110989140481417435](https://x.com/JapanJointStaff/status/2110989140481417435?ref=bexus.info) [https://x.com/JapanJointStaff/status/2110989146563178546](https://x.com/JapanJointStaff/status/2110989146563178546?ref=bexus.info)

There is a difference in numbers between the two announcements. The October 14 announcement only said it had "confirmed" takeoffs and landings by carrier-based fighters south of Ishigaki Island and did not state the number of times. "About 10 times" and "carrier-based helicopters" first appeared in the October 15 announcement. The units conducting warning and surveillance also differ. The October 14 announcement listed the escort vessel "Yugiri" and P-1·P-3C patrol aircraft together with an Air Self-Defense Force scramble, while the October 15 announcement listed only the escort vessel Yugiri. Each figure is from the announcement dated concerned.

The Japanese original expression is "南シナ海へ向けて航行," that is, sailing "toward" the South China Sea. Whether it "entered" the South China Sea or how far it went is not in the October 15 announcement. The Japanese announcement did not assess the purpose of this maneuver either.

## China's Claim — One Line

China's Ministry of National Defense website posted on October 14 at 09:40 (KST) a People's Liberation Army Navy WeChat announcement. It claimed that it would "send the Liaoning carrier formation to relevant waters of the Western Pacific for training," that it was "routine training organized in accordance with the annual plan," and that it "does not target any specific country or target." This announcement made no mention of a movement toward the South China Sea or of the next schedule.

## Other Observations Around Japan During the Same Period — A Separate Matter

During the same period, the Joint Staff separately announced other Chinese military activities as well. The Japanese-language account posted at 22:02 on October 14 (KST) that it had "confirmed that one presumed Chinese unmanned aircraft flew from the East China Sea on the morning of the 14th, passed between Yonaguni Island and Taiwan, and reached the Pacific Ocean." At 19:15 on the 15th (KST), it said one Chinese military intelligence-gathering aircraft (Y-9) flew back and forth from the sea south of the Danjo Gunto, Nagasaki Prefecture, to the sea northwest of Okinawa Island and then returned toward the continent.

These two cases were issued in documents different from the Liaoning formation announcement, and the Joint Staff did not link them to the carrier maneuver. The phrase "concern over airspace intrusion (領空侵犯のおそれ)" in the daily scramble notices posted by the Joint Staff is an expression explaining the grounds on which the Air Self-Defense Force scrambled. It does not mean that an actual airspace intrusion was confirmed.

## How Did Japan Monitor It

The Joint Staff said in the 10/15 announcement that the escort vessel "Yugiri" (Yokosuka) of the Japan Maritime Self-Defense Force's 1st Surface Force conducted warning, surveillance, and intelligence gathering. In the 10/14 announcement, Japan Maritime Self-Defense Force P-1 (Atsugi) and P-3C (Naha) patrol aircraft were added to this. Air Self-Defense Force fighters responded to the carrier-based aircraft takeoffs and landings with a scramble. The Japanese government attaches a track outline map to such announcements, and this 10/15 announcement also included a photo of Liaoning and an action outline map. According to the usage guidance on the Joint Staff website, materials without a separate rights notice follow Japan's "Public Data License (PDL1.0)" and may be used if the source is stated.

It is because the Japanese government has disclosed, by date, the movement route of the Chinese aircraft carrier as it passed between the islands southwest of Japan, went out to the Pacific Ocean, and then went down south again. There is a precedent. In an announcement on April 3, 2025, the Joint Staff said it had "confirmed that vessels including the Chinese aircraft carrier 'Shandong' (hull number 17) sailed toward the South China Sea." It is the same verb phrase as this time, but the subject at that time was Shandong, not Liaoning. Japan has been recording the movements of Chinese aircraft carriers in sentences of the same form, and this announcement is the autumn 2026 version of that record.

This track also overlaps with the period when the Japanese government is preparing a large-scale Japan-U.S. joint exercise. The dates of the two schedules overlap. However, the Japanese announcement did not link the two schedules.

## The Immediately Preceding Voyage in May–June 2026 — The Same Vessel's Earlier Public Record

Liaoning's preceding public record is its May–June voyage, which Japan's Joint Staff organized in an English summary on June 2, 2026, and an announcement on June 22\. According to the Joint Staff, at about noon on May 25, the Japan Maritime Self-Defense Force confirmed Liaoning (16), a Renhai-class destroyer (104), a Luyang III-class destroyer (124), a Jiangkai III-class frigate (545), and a Fuyu-class fast combat support ship (901), five vessels in total, in waters about 880km southwest of Okinotorishima. Then, on May 26, takeoffs and landings by carrier-based fighters and carrier-based helicopters began, and the numbers confirmed by date were about 80 times on the 26th, about 50 times on the 27th, and about 40 times on the 28th, and the Joint Staff recorded the total for the three days from May 26 to 28 as about 170 times. The about 10 times in this October announcement is a figure confirmed on October 14 in waters south of Ishigaki Island, and its counting period differs from the three-day total of about 170 times.

The track also continues. The Joint Staff said that on May 29, Liaoning (16) and destroyers 104·124, three vessels in total, sailed southeast through Pacific waters east of the Philippines, and in the June 22 announcement, it said that at about 00:00 on June 20, it had confirmed Liaoning (16) and destroyers 104·124, three vessels in total, sailing northwest in waters about 130km east of Miyako Island. The June 22 announcement specified that these three vessels were the same vessels that were confirmed in the Pacific Ocean on May 25 and sailed southeast east of the Philippines on May 29\. The Joint Staff recorded that the escort vessel "Asahi" (Sasebo) of the Japan Maritime Self-Defense Force's 5th Surface Force and a P-3C (Naha) of the 5th Air Wing were deployed for warning and surveillance at that time. Unlike the May voyage, in which support ship 901 was on the list, the list of vessels in the two announcements of October 13–15 this time has no support ship and records only four vessels. Neither announcement explains that the presence or absence of a support ship indicates the duration or purpose of the voyage.

## Position of the Japanese Government — Defense Minister Koizumi's October 16 Press Conference

Defense Minister Shinjiro Koizumi said at a press conference after the cabinet meeting on October 16 that it had been confirmed that the Liaoning formation passed between Okinawa Island and Miyako Island on October 14, went out to the Pacific Ocean, and sailed toward the South China Sea on the 15th. Defense Minister Koizumi said that China has recently been expanding and stepping up military activities around Japan, and that it appears to be seeking to improve its aircraft carrier operating capability and its ability to conduct operations in distant sea and air areas. He added that this activity can also be seen as part of that. This is the assessment of Japan's defense minister.

At the same press conference, Defense Minister Koizumi said that the Ministry of Defense and the Self-Defense Forces have limited intelligence-gathering and warning and surveillance capabilities on the Pacific side, and that strengthening the defense posture is urgent. Regarding the revision of the three security-related documents slated for within the year, he said he would refrain from mentioning specific content, and said he would deepen concrete and realistic study. What equipment or deployment would be included in the revision was not disclosed at this press conference.

The Philippine Department of Foreign Affairs, a party concerned on the South China Sea side, had issued no statement specifying the Liaoning formation's October movement as of October 17\. The Philippines' general South China Sea position is not a response to this formation.

## Details of the Shandong Precedent — The Numbers Left by the April 2025 Announcement

The April 3, 2025, Shandong announcement contains more dated locations that can be compared with this time. According to the Joint Staff, at about 20:00 on April 1, about 360km south of Yonaguni Island, and at about 20:00 on April 2, about 330km south of the same island, Shandong (17), a Renhai-class destroyer (106), a Luyang III-class destroyer (165), a Jiangkai II-class frigate (571), and a Fuyu-class fast combat support ship (905), five vessels in total, were confirmed. Takeoffs and landings were recorded as about 40 times by carrier-based fighters and about 30 times by carrier-based helicopters during April 1–2, about 70 times in total. The announcement said the escort vessel "Onami" (Yokosuka) of the Japan Maritime Self-Defense Force's 6th Escort Division was in charge of warning and surveillance. The 2025 announcement and the October 2026 announcement differ from each other in the name of the aircraft carrier, the escort composition, and the counting period for takeoffs and landings. In both cases, the Japanese announcement used the expression "sailed toward the South China Sea."

## Next Steps

As of October 17, Japan's Joint Staff had issued no additional announcement on the subsequent track of the Liaoning formation. Whether the formation entered the South China Sea has not been announced. The Japanese announcement stated only the direction, "toward the South China Sea." As a schedule during the same period, the Japan-U.S. Joint Integrated Exercise "Keen Sword 27" announced by Japan's Joint Staff begins on October 19 (Mon) and continues until the 29th (Thu).
