The U.S. Department of State announced on October 23 that it welcomed Paraguay as the 26th signatory to the Pax Silica declaration, a U.S.-led initiative linking artificial intelligence and supply chain security. Paraguayan Minister of Foreign Affairs Rubén Ramírez Lezcano signed the declaration alongside Under Secretary for Economic Growth Jacob Helberg at a signing ceremony held at the U.S. Department of State in Washington, marking the start of Paraguay's participation as of that day. The U.S. Department of State stated that both nations affirmed their commitment to building superintelligence infrastructure across the Americas by leveraging Paraguay's critical minerals and hydroelectric power. The signing came two days after U.S. Deputy Secretary of State Christopher Landau announced investment and security agreements in Paraguay.

## Pax Silica is the U.S. Department of State's flagship initiative linking AI and supply chain security

The U.S. Department of State introduces Pax Silica as its flagship initiative on AI and supply chain security. Its goal is to create a new economic security consensus among allies and trusted partners. Under Secretary Helberg, who leads the initiative, stated on the U.S. Department of State website that "if the 20th century ran on oil and steel, the 21st century runs on compute and the minerals that feed it."

In the same post, Under Secretary Helberg characterized the declaration as a new economic security agreement enabling aligned partners to build tomorrow's AI ecosystem, from energy and critical minerals to advanced manufacturing and models. The stated purpose of the declaration from the U.S. Department of State follows the same direction: establishing an economic security order rooted in trust, technological complementarity, and shared interests among signatories.

The name "Pax" is a historical term signifying peace, stability, and prosperity. The U.S. Department of State explains that the term applies to the foundations of modern AI and computing. The strategic concept forms a single continuum extending from critical minerals to energy, advanced manufacturing, semiconductors, AI infrastructure, and logistics. At its core is creating a secure, resilient, and innovation-driven technology ecosystem led by the United States.

The declaration specifies concrete actions that signatories will pursue together. The signatories stated they will deepen economic partnerships cooperating on investment security practices, infrastructure, and incentives. It encourages cooperation across strategic areas of the technology supply chain, including software platforms and frontier foundational models, information connectivity and network infrastructure, compute and semiconductors, advanced manufacturing, transportation logistics, mineral refining and processing, and energy. It also includes language on mobilizing the creativity and capital of private enterprise and entrepreneurs.

The U.S. Department of State outlined three core objectives: reducing coercive dependencies; securing global technology supply chains while jointly addressing opportunities and vulnerabilities in the AI supply chain and exploring co-investments; and safeguarding sensitive technologies while building trusted digital infrastructure. As a long-term framework, it put forward a vision of uniting economies hosting cutting-edge tech companies to maximize the economic potential of the AI era and establishing a sustainable economic order driving AI-fueled prosperity across partner nations.

## The declaration states it will protect private investment from markets distorted by overcapacity and dumping

The declaration also addresses non-market practices. Signatories stated the importance of addressing non-market practices that distort innovation and fair competition. It also noted that coordination is essential to protect private investment from market distortions caused by overcapacity and unfair dumping. There is also a clause pledging cooperation in respective policy enforcement so that sensitive technologies and critical infrastructure are protected from undue access, influence, or control.

A key goal highlighted by the U.S. Department of State is reducing coercive dependencies. The declaration stated that genuine economic security requires reducing excessive dependencies and reconnecting with trusted suppliers committed to fair market practices. At the same time, it promised to provide trusted partners with pathways to access every stage of the technology stack underpinning the AI economy. The text also includes commitments to construct and operate trusted information networks, including telecommunications systems, undersea and terrestrial fiber-optic cables, and data centers.

The list of signatories on the U.S. Department of State website includes Argentina, Australia, Chile, Costa Rica, El Salvador, the European Union, Finland, Germany, Greece, India, Israel, Italy, Japan, Kazakhstan, the Netherlands, Norway, Panama, Paraguay, the Philippines, Qatar, the Republic of Korea, Singapore, Sweden, the United Arab Emirates, and the United Kingdom. The U.S. Department of State separately listed Taiwan as a non-signatory participating entity. Taiwan endorsed the principles of the declaration through a joint statement on the Pax Silica declaration and U.S.-Taiwan economic security cooperation.

## Paraguayan government states signing is an outcome of Washington visit, clean energy to become part of AI supply chain

Paraguay's Ministry of Foreign Affairs also issued a statement on the same day. It noted that Foreign Minister Ramírez signed the declaration at a signing ceremony at the U.S. Department of State, making Paraguay the 26th signatory. Paraguay's Ministry of Foreign Affairs wrote that both countries reaffirmed their commitment to contributing to the development of advanced intelligence infrastructure in the Americas by utilizing Paraguay's critical minerals and hydroelectric potential. It also cited the declaration's objective of establishing an economic security order based on trust, technological complementarity, and shared interests.

President Santiago Peña posted on X the same day that the signing was an outcome of his visit to Washington. The message emphasized that Paraguay will no longer watch the digital era from the outside, shifting from being a consumer of technology to a producer. Peña described Pax Silica as an alliance of trusted nations building the AI supply chain from energy and critical minerals to data centers, stating that Paraguay's clean energy is now part of that future.

> El Paraguay ya no mira la era digital desde afuera: dejamos de ser consumidores de tecnología para ser productores.
>
> Como resultado de nuestra visita a Washington, nos sumamos a Pax Silica, la alianza de naciones confiables que construye la cadena de suministro de la inteligencia…

President Peña's Washington schedule began the day before. On October 22, he posted on X that he met with Treasury Secretary Scott Bessent to discuss growing interest among U.S. companies in investing in Paraguay across technology, logistics, manufacturing, trade, and mining. Secretary Bessent also posted on X the same day that he discussed the growing economic partnership between the two nations with President Peña, reaffirming their shared commitment to strengthening economic cooperation and advancing secure and resilient critical minerals supply chains.

President Peña also posted on X on October 23 regarding the inauguration of the REM Industries plant in Limpio. The plant converts electricity generated by Paraguay's rivers into ferrosilicon, a key raw material for global industry. The company announced that its next step will be producing higher-purity silicon, which President Peña called a step closer to the semiconductor supply chain. He added that following data centers and the Yguazú Digital project, this plant represents the third such milestone.

## Two days before signing, Deputy Secretary Landau announced data center investment powered by Itaipu hydroelectric power

Paraguay's accession builds on cooperation initiated during the Deputy Secretary's visit earlier that week. In an October 21 fact sheet, the U.S. Department of State stated that Deputy Secretary Landau led a trade delegation to Asunción from October 19 to 21\. The visit aimed to expand investment and commercial opportunities for U.S. firms in technology, critical minerals, riverine infrastructure, and logistics. Deputy Secretary Landau met with President Peña and Foreign Minister Ramírez.

The headline announcement was that U.S. firm Crusoe and Paraguayan energy and infrastructure developer Araico finalized a strategic partnership agreement. The U.S. Department of State stated that the two companies will build high-performance superintelligence (SI) infrastructure powered by electricity from the Itaipu Hydroelectric Power Plant. Crusoe plans to bring the first phase online by mid-2027, drawing power directly from one of the world's largest 100% renewable hydroelectric sources to serve cloud customers in both the United States and Latin America.

The U.S. Department of State assessed that this investment could become one of the largest private investments in Paraguay's history. Deputy Secretary Landau echoed this sentiment in a post on X about his visit to the Itaipu Dam. Noting that the Itaipu Dam—built by Paraguay and Brazil to harness the power of the Paraná River—was only a dream when he lived in Paraguay as a boy in the 1970s, he announced alongside President Peña that U.S. investors had signed an agreement to build a data center nearby, adding that it has the potential to be the largest foreign private investment in Paraguay's history.

> The power of water is awesome. Paraguay and Brazil harnessed the power of the mighty Paraná River at the Itaipú Dam, one of the world’s engineering marvels. This project was only a dream when I lived in Paraguay as a boy in the 1970s, and it was a true joy to visit the completed… [pic.twitter.com/br1pFM0jgY](https://t.co/br1pFM0jgY?ref=bexus.info)

U.S. uranium company Uranium Energy Corp (UEC) also announced a $12 million investment to develop one of its uranium concessions in Paraguay. The U.S. Department of State highlighted this as an example of how U.S. investment creates jobs in both nations while offering Paraguay a trusted, transparent alternative to predatory financing from strategic competitors.

## Security and civil nuclear cooperation also emerge from the same visit

In the security sector, Deputy Secretary Landau and Foreign Minister Ramírez signed an aerial interdiction assistance agreement. The agreement will enter into force following an exchange of diplomatic notes, after which it will bolster Paraguay's capability to monitor and defend its airspace against aircraft suspected of illicit drug trafficking. The two officials also signed a memorandum of intent to deploy the PISCES border management and passenger screening system in Paraguay to strengthen cooperation in disrupting terrorist travel.

The U.S. Department of State announced $5.5 million in foreign assistance to support counter-illicit finance, hold narco-terrorists accountable, operationalize a new counterterrorism center, and bolster border security and digital evidence collection. Preparations are also underway to deploy a counterterrorism advisor in Asunción, marking the Bureau of Counterterrorism's first such post in the region. An additional $6.25 million in bilateral security assistance will be provided separately to combat transnational organized crime.

There was also an announcement of the opening of a Bureau of International Narcotics and Law Enforcement Affairs (INL) office in Asunción for the first time. This office will also serve as a coordination hub for INL programs in the Southern Cone. In civil nuclear energy, the United States and Paraguay announced the launch of negotiations on a civil nuclear cooperation agreement under Section 123 of the Atomic Energy Act. Once in force, the agreement will provide the legal framework for U.S. companies to export substantial civil nuclear equipment and material to Paraguay.

At the conclusion of the signing ceremony release, the U.S. Department of State noted that updates regarding Pax Silica can be followed on Under Secretary Helberg's X account.
