The U.S. Department of the Treasury announced that it has effectively neutralized most of the remainder of Iran's shadow fleet. On October 8 (EDT), the Treasury's Office of Foreign Assets Control (OFAC) designated 17 tankers that transported Iranian petroleum and petrochemical products, and simultaneously placed 17 companies that owned or operated these vessels on its sanctions list. The Treasury titled its press release "Operation Economic Outcast Neutralizes Iranian Regime's Remaining Shadow Fleet Network," stating that the action "effectively neutralizes the vast majority of Iran’s remaining shadow fleet network." Treasury Secretary Scott Bessent said, "Treasury is choking off the funds the tyrannical regime in Tehran uses to wage war across the region, and we will continue to expose those who facilitate the regime’s oil sales." Later, on October 23, he posted that every layer of Iran's oil lifeline had been decimated.

## Treasury stated it targeted the remnants of Iran's shadow fleet

The press release stated that it targeted the aging network of tankers the Iranian regime relies on to move billions of dollars' worth of petroleum and petroleum products to foreign markets. The legal basis for the sanctions is Executive Order 13902, which targets sectors of the Iranian economy including petroleum. The Treasury stated that the targeted vessels are registered across more than a dozen jurisdictions and are operated by an intricate international network of front companies. The Treasury noted that because this maritime ecosystem is fluid, with vessels constantly entering and exiting, it will continue to monitor, identify, and interdict them.

The press release also mentioned the U.S. military maritime blockade as context. It stated: "Combined with the successes of the U.S. military blockade, the corresponding drop in outbound Iranian petroleum shipments, and increasing sectoral economic pressure from Operation Economic Outcast, the regime has few options to stabilize its crumbling economy." This statement represents an assessment by the Treasury, and the magnitude of the decrease in shipment volumes was not stated in figures.

The official Treasury Department account also posted on the same day that this action effectively neutralizes most of Iran's remaining shadow fleet network, along with a link to the press release.

According to the press release, the 17 designated vessels transported millions of barrels of Iranian crude oil, petroleum, and petrochemical products to various markets in South Asia and East Asia.

## The 17 designated vessels transported Iranian products ranging from asphalt to crude oil, Treasury stated

The two asphalt and bitumen tankers are the Comoros-flagged PARITOSH (IMO 9383352) and the Panama-flagged BITU (IMO 9531765). The Treasury stated that PARITOSH transported more than 100,000 barrels of Iranian bitumen and asphalt in 2026, while BITU transported more than 170,000 barrels. The owning companies are Paritosh Shipping Inc and Ornella Shipping Inc, respectively, both registered in the Marshall Islands.

Two vessels reportedly carried naphtha. The Panama-flagged STARWAY (IMO 9273246) is owned by China-based Hechuang International Group and has reportedly transported more than 3 million barrels of Iranian naphtha since 2025\. The Hong Kong-flagged AVA 6 (IMO 9226140) is owned by Hong Kong-based Standwill Shipping Limited, and the Treasury stated that it transported more than 1 million barrels of Iranian naphtha since September 2025.

Vessels transporting liquefied petroleum gas (LPG) and related gas products formed the largest group. The Bahamas-flagged GAS LUCKY (IMO 9177557) is owned by China-based Shunhang Ship Management Ltd and has transported more than 500,000 barrels of Iranian ethylene since 2025\. The Mongolia-flagged G SPRING (IMO 9040118) is owned by Hong Kong-registered JLS Dragon Co Ltd and is stated to have transported the equivalent of more than 1 million barrels of Iranian LPG to China since 2021\. The Zanzibar-flagged POLAR (IMO 9050187) is owned by Marshall Islands-based Terra Nav Shipping Ltd and transported more than 100,000 barrels of Iranian propane and butane to Pakistan since 2025\. The Sierra Leone-flagged GAS MARAKUA (IMO 9240421) is owned by British Virgin Islands-based Makarua Shipping Limited and transported more than 1 million barrels of propane and butane since late 2025\. The Vanuatu-flagged ZIXUAN (IMO 9317298) is owned by Marshall Islands-based Goddess Shipping Corp. and transported more than 1 million barrels of propane and butane since October 2025, while the Comoros-flagged SOGL (IMO 9208227) is owned by Marshall Islands-based Gravion Maritime Company and transported more than 2 million barrels of propane and butane since September 2025\. The San Marino-flagged NOBLE SEA (IMO 9343118) is owned by Hong Kong-based Brich Shipping Co. Limited; the Treasury stated that it transported more than 2 million barrels of Iranian ammonia, propane, and butane since mid-2025, and in June 2026 completed the loading of 200,000 barrels of methanol.

Two vessels carried high-sulfur fuel oil. The Palau-flagged KANHA (IMO 9308766) is owned by Marshall Islands-registered Kanha Shipping Inc and transported more than 3 million barrels to various ports in the Middle East and India since 2021; the Panama-flagged MACKEREL (IMO 9234628) is owned by Marshall Islands-based Betta Shipping Inc. and transported more than 500,000 barrels since December 2025\. Two vessels transported methanol: the Cameroon-flagged KING CHAIN (IMO 9277761) and the Gambia-flagged EXFLAME (IMO 9294678). KING CHAIN is owned by Saint Abundant International Co Limited, which is registered in the United Kingdom and based in China, and has reportedly transported millions of barrels to China since 2023\. EXFLAME is owned by Marshall Islands-registered Science Ru Trading Co. Limited and transported more than 400,000 barrels since mid-2026.

There are two crude oil tankers. The Vanuatu-flagged TINA 5 (IMO 9237761) is owned by Marshall Islands-based Nostalgia Company Limited and transported more than 1.5 million barrels of Iranian crude oil in August 2026\. The Cameroon-flagged SHENZHEN (IMO 9276561) is owned by Marshall Islands-based Northport Navigation Inc. and transported more than 3.5 million barrels since November 2025, the Treasury stated.

## Six of the 17 shipowning companies are linked to mainland China and Hong Kong

The designated companies fall into two groupings. Thirteen companies were designated for operating in the petroleum or petrochemical sectors: Paritosh Shipping Inc., Ornella Shipping Inc., Hechuang International Group Limited, Kanha Shipping Inc, Terra Nav Shipping Ltd, Betta Shipping Inc., Makarua Shipping Limited, Goddess Shipping Corp., Standwill Shipping Limited, Gravion Maritime Company, Nostalgia Company Limited, Brich Shipping Company Limited, and Northport Navigation Inc. Five companies were designated for operating in the petrochemical sector: Shunhang Ship Management Limited, JLS Dragon Co Ltd, Brich Shipping Company Limited, Saint Abundant International Co Limited, and Science Ru Trading Co. Limited. Because Brich Shipping is listed in both categories, there are 17 unique companies (calculated figure).

Based on the locations identified in the press release, six companies are linked to mainland China or Hong Kong (calculated figure): China-based Hechuang International Group and Shunhang Ship Management; Hong Kong-registered JLS Dragon; UK-registered but China-based Saint Abundant International; and Hong Kong-based Standwill Shipping and Brich Shipping. The remainder consists of ten companies based or registered in the Marshall Islands, and one based in the British Virgin Islands (calculated figures). None of these are South Korean companies or entities located in South Korea.

Among cases where the press release specified destinations, shipments destined for China included G SPRING's LPG and KING CHAIN's methanol; Pakistan for POLAR's propane and butane; and the Middle East and India for KANHA's high-sulfur fuel oil. Destinations for the remaining vessels were not individually identified, with their overall destinations characterized as "various markets across South and East Asia."

## Two vessels were removed from the sanctions list

The Treasury announced that it removed two vessels, HAKUNA MATATA (IMO 9354167) and PINOCCHIO (IMO 9400112), from the sanctions list. Both vessels had been designated as part of Iran's shadow fleet in June 2025, but were delisted after a confirmed "change in circumstances," having exited the shadow fleet and been sold to non-sanctioned, U.S.-friendly operators. The Treasury stated that these ships may rejoin the ranks of legitimate shippers. The press release noted that the ultimate goal of sanctions is not punishment but to bring about a positive change in behavior, and provided a link detailing the delisting process.

## Secondary sanctions risks were explicitly stated for foreign financial institutions

All property and interests in property of the designated targets that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. Any entities directly or indirectly owned 50 percent or more by one or more blocked persons are also blocked. Transactions by U.S. persons or within the United States are generally prohibited unless authorized by a license or exempt. The press release noted that violations can result in civil or criminal penalties for both U.S. persons and foreign persons, and that OFAC may impose civil monetary penalties on a strict liability basis. Foreign persons are also prohibited from causing or conspiring to cause U.S. persons to violate sanctions.

The final paragraph noted that engaging in certain transactions with the individuals and entities designated today exposes foreign financial institutions to secondary sanctions risks. OFAC can prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly conducted or facilitated any significant transaction on behalf of a designated target. The press release contains no names of South Korean banks or South Korean shipping companies. This language applies broadly to all foreign financial institutions. In addition, it included guidance that the Financial Crimes Enforcement Network (FinCEN) Whistleblower Program offers monetary awards to eligible individuals who provide information regarding sanctions violations leading to monetary sanctions exceeding $1 million.

## Operation Economic Outcast was launched on August 24

This measure is part of Operation Economic Outcast. Announced on August 24 by Secretary Bessent, who described it as an "Economic D-Day," the operation aims to cut off the remaining economic lifelines sustaining the Iranian regime. The Treasury stated it has mapped the networks, enablers, and financial conduits Iran uses to smuggle oil, evade sanctions, and fund terror. The Treasury stated it is coordinating across the U.S. government, with the European Union, the United Kingdom, and Gulf partners to target the regime's illicit revenue streams and evasion methods.

The White House released a transcript of Secretary Bessent's remarks on August 24\. The Secretary stated: "Today, under the direction of President Trump, the U.S. Department of the Treasury launched an unprecedented operation targeting the Islamic Republic of Iran and its enablers," announcing that new sectoral sanctions would target five sectors: digital assets, technology, gold, aviation, and shipping. He also warned that institutions helping Iran launder money would be expelled from the U.S. dollar system, stating, "The clock just started ticking." The October 8 press release reiterated this warning, stating that "Institutions facilitating money laundering or sanctions evasion for Iran risk being severed from the U.S. financial system," and noted that the operation broadens sanctions exposure for non-U.S. persons and will accelerate the pace of U.S. enforcement.

## Treasury Secretary stated that Iran's oil export conduits have collapsed

Secretary Bessent made two posts on his official account before and after the October 8 sanctions. On October 6, commenting on the appointment of a new oil minister in Iran, the Secretary wrote: "Considering Iran has not loaded a single barrel of crude onto a vessel since August 25th, what is the oil minister managing?" This statement reflects Secretary Bessent's claim.

On October 23, he shared a longer post. The Secretary wrote that Treasury launched Operation Economic Outcast to tighten the noose and block every potential source of revenue that funds the IRGC and the Iranian regime, and that in less than two months, it had decimated every layer of Iran's oil lifeline. He added: "Its shadow tanker fleet stands depleted. Its primary oil terminals sit empty. Its floating storage is now extinguished." He went on to write that the Iranian people are experiencing an economic crisis because the regime directed resources toward foreign violence and terror rather than domestic prosperity, concluding that President Trump is taking the actions past presidents delayed and that the United States is no longer managing the Iranian threat, but ending it. The image attached to the same post carried the headline "DECIMATING IRAN'S OIL LIFELINE" along with three bullet points: Fleet Depleted, Terminals Empty, and Floating Storage Extinguished.

The assertions that terminals sit empty and that storage is extinguished are assessments by the Treasury Secretary; supporting numerical figures were not provided in Treasury's text or the accompanying image.

## Treasury designated 17 vessels and 17 companies on October 8, delisted 2 vessels

On October 8, the Treasury designated 17 vessels and 17 companies under Iran-related sanctions, and delisted two vessels. Among the designated companies, six are linked to mainland China or Hong Kong, while the remainder are located in the Marshall Islands and the British Virgin Islands. The legal authority for the designations is Executive Order 13902, and the potential for secondary sanctions against foreign financial institutions was specified. That Iran's oil conduits have collapsed represents the assessment of the Treasury Secretary.

The press release's designation list contains no South Korean companies, nor is there any record of transport to South Korea.
