KYIV, Ukraine

The General Staff of the Armed Forces of Ukraine announced on October 31, 2026, that the Defence Forces of Ukraine struck the "Kamensky Combine," a defense-industrial complex enterprise located in Kamensk-Shakhtinsky, Rostov Oblast, Russia, on the night of the same day. The General Staff announced that the operation was a combined strike employing strike drones and the "Neptune" coastal missile system of the Ukrainian Navy's missile units. A coastal missile system is a weapon system that fires missiles from launchers deployed in coastal areas. According to the General Staff, the plant manufactures solid rocket propellants used for ammunition for the "Uragan," "Smerch," and "Tornado-S" multiple launch rocket systems (MLRS), as well as various missile systems and air-launched weapons. The General Staff stated that striking solid rocket propellant production facilities diminishes the Russian military's capability to shell Ukrainian cities and towns with multiple launch rocket systems. Ukrainian President Volodymyr Zelenskyy announced on October 30 that priorities had been established for the future employment of Ukraine's long-range strike capabilities.

## General Staff of the Armed Forces of Ukraine Confirmed Fire at Kamensky Combine Finished-Product Warehouse and Damage to 4 Production Buildings

The General Staff posted a statement titled "Strike on rocket propellant production" on its official X account on October 31\. In the post, the General Staff announced that a fire was confirmed to have broken out at a finished-product warehouse of the Kamensky Combine, and that four production buildings were also damaged. Solid rocket propellant is fuel packed inside a rocket motor in a solidified state, which, unlike liquid fuel, does not need to be separately injected immediately prior to launch. A multiple launch rocket system is a weapon that consecutively fires rockets from multiple launch tubes mounted on a single launch vehicle.

The General Staff announced that it also struck four Russian military material and supply depots on the same night. The locations identified by the General Staff were around Khartsyzk and Dokuchaievsk in Donetsk Oblast, Novovasylivka in Zaporizhzhia Oblast, and Novoaidar in Luhansk Oblast. All four sites are located within Russian-occupied Ukrainian territory.

The General Staff stated that the Defence Forces of Ukraine are exercising their inherent right of self-defense guaranteed under Article 51 of the UN Charter. Article 51 of the UN Charter is a provision stipulating that UN member states may exercise individual or collective self-defense if an armed attack occurs. Article 51 of the UN Charter states, "Nothing in the present Charter shall impair the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security." The same article requires member states to immediately report measures taken in the exercise of this right of self-defense to the Security Council. The General Staff announced that the Defence Forces of Ukraine are continuing systematic measures to undermine the military and economic potential of the Russian aggressor and force Russia to halt its armed aggression against Ukraine. At the end of the post, the General Staff wrote, "To be continued."

## Main Directorate of Intelligence of Ukraine Disclosed Plant Supplies Engine Components for Iskander, Kinzhal, and Zircon Missiles

The Main Directorate of Intelligence (HUR) under the Ministry of Defence of Ukraine lists Kamensky Combine as a sanctioned entity on its official "War&Sanctions" portal. This portal is the HUR's official site that compiles and publicly discloses information on enterprises and individuals involved in Russia's war effort, as well as components used in Russian weapons. According to records on the HUR portal, the plant's official name is "Federal State Enterprise Kombinat Kamensky (FKP Kombinat Kamensky)," and its address is 8 Saprygina Street, Kamensk-Shakhtinsky, Rostov Oblast. The HUR recorded on the portal that this plant operates within the structure of the holding company "Technodinamika" under the Russian state-owned defense and technology conglomerate "Rostec." According to the portal, its correspondent banks are Russia's Sberbank and Promsvyazbank (PSB). The HUR listed the plant's taxpayer identification number as 6147025090 and its corporate registration number as 1066147003658 on the portal.

On the portal, the HUR documented Kamensky Combine as a Russian enterprise that produces ammunition for Uragan, Smerch, and Tornado-S multiple launch rocket systems, as well as solid fuel for missile engines used in ballistic missiles, cruise missiles, and intercontinental ballistic missiles. According to the portal, the plant manufactures and supplies 9H820 solid-fuel engine charges used in the 9M723 missile of the "Iskander-M" ballistic missile system, as well as 9H837 starting engine charges and igniters used in the 9M727 cruise missile of the "Iskander-K." The HUR recorded that the plant manufactures solid propellant charges for the 3L2211 engine of the "Zircon (3M22)" hypersonic missile and also supplies charges for the "Kinzhal (Kh-47M2)" air-launched ballistic missile.

The HUR documented that this plant manufactures gas generators and engines for Kh-59M2 and Kh-59M2A air-to-surface guided missiles, and also supplies solid-fuel engines used in the 95Ya6 surface-to-air guided missiles of the Russian "Pantsir" air defense system. The HUR recorded that the plant also provides warheads, components, and solid propellant engines for the production of RM-48U strike missiles. The Iskander, Kinzhal, and Zircon are missiles that Russia has utilized to strike Ukrainian cities and infrastructure.

The HUR recorded that in 2023, executive leadership from Russian defense holding company Technodinamika and "Spetshimiya" commended outstanding employees at the plant. On the portal, the HUR identified the United States, Canada, Switzerland, the EU, the United Kingdom, Australia, New Zealand, Japan, and Ukraine as jurisdictions that have imposed sanctions on Kamensky Combine.

## U.S. Department of the Treasury and UK Foreign Office Added Kamensky Combine to Russia Military-Industrial Complex Sanctions Lists

The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated Kamensky Combine on December 12, 2023, as part of sanctions against more than 150 individuals and entities supplying Russia's military-industrial base. OFAC is the agency within the U.S. Department of the Treasury that administers and enforces economic sanctions. In a press release at the time, the Treasury noted that "Federal State Enterprise Kamensky Combine manufactures weapons, ammunition, and ordnance," announcing that the facility was designated pursuant to Executive Order 14024 for operating in the defense and related materiel sector of the Russian economy. Executive Order 14024 is a U.S. presidential executive order providing for the blocking of property in connection with harmful foreign activities of the Government of the Russian Federation.

In the same press release, the Treasury announced that as a result of the action, all property and interests in property of the sanctioned persons that are in the United States or in the possession or control of U.S. persons are blocked. According to the Treasury, transactions by U.S. persons or within the United States involving any property of designated persons are prohibited unless authorized by a general or specific license, or exempt. OFAC listed Kamensky Combine's address on the sanctions list as 8 Saprygina Street, Kamensk-Shakhtinsky.

OFAC also included alternative names for Kamensky Combine on the sanctions list, including "Kombinat Kamensky FKP," and indicated that third parties conducting transactions with the facility face secondary sanctions risks pursuant to Section 11 of Executive Order 14024\. Secondary sanctions are measures capable of penalizing third-country companies or financial institutions that engage in transactions with designated entities.

Then-U.S. Secretary of the Treasury Janet Yellen stated in the announcement, "The Kremlin has steadily turned Russia into a wartime economy, but Putin’s war machine cannot survive on domestic production alone." On the same day, the Treasury added supply chain entities based in China, Türkiye, and the United Arab Emirates to the sanctions list, announcing that Russia relies on these countries and complex transnational networks to acquire technology and equipment required for its war economy. The Treasury sanctioned the network of Hu Xiaoxun, a Chinese national operating Chinese private defense firm "Jarvis HK," stating that he coordinated sales of Chinese-manufactured weapons and technology to Russian customers. The Treasury also sanctioned Chinese satellite imagery firm "Chang Guang Satellite Technology," stating that it provided high-resolution satellite imagery to the Russian mercenary organization Wagner Group.

The United Kingdom placed Kamensky Combine on its sanctions list on June 13, 2024\. The UK Prime Minister's Office and the Foreign, Commonwealth & Development Office (FCDO) announced 50 new sanctions on that day to "crack down on Putin’s war machine" in coordination with the Group of Seven (G7). The UK Foreign Office announced that the new designations included shadow fleet vessels, key institutions in Russia's financial system, and suppliers supporting Russian military production. In a list released by the UK Foreign Office of "21 suppliers of munitions, machine tools, microelectronics and logistics to Russia's military-industrial complex," Kamensky Combine was listed alongside the Tambov Gunpowder Plant and the Kazan State Gunpowder Plant. The same list also included five companies based in China. The UK Prime Minister's Office stated that the sanctions were announced while then-UK Prime Minister Rishi Sunak was attending the G7 Summit in Italy, designed to constrain Russia's capacity to fund and equip its war machine while demonstrating the UK's steadfast support for Ukraine. The UK Prime Minister's Office announced that the sanctions also targeted ships carrying munitions from North Korea to Russia, alongside entities based in China, Israel, Kyrgyzstan, and Türkiye.

According to a notice issued on the same day by the UK Treasury's Office of Financial Sanctions Implementation (OFSI), the UK imposed an asset freeze and trust services sanctions on Kamensky Combine. In the statement of reasons included in the notice, the UK identified the plant as an "involved person" carrying on business in the defense sector in Russia—a sector of strategic significance to the Government of Russia—and thereby supporting or obtaining a benefit from the Government of Russia. The UK Treasury recorded the facility's entity type in the notice as an "Executive Agency" and its parent company as the Ministry of Industry and Trade of the Russian Federation. The UK Treasury recorded the plant's address in the notice as 8 Saprygina Street, Kamensk-Shakhtinsky.

## President Zelenskyy Announced Expansion of Long-Range Strike Forces and Priorities on October 30

President Zelenskyy wrote on his official X account on October 30 that he had received a briefing on the results of Ukraine's long-range strikes in September and October. President Zelenskyy expressed gratitude to all soldiers who have precisely and effectively enforced Ukraine's "long-range sanctions," noting that every Russian attack on Ukrainian cities and towns is met with a justified response. "Long-range sanctions" is an expression used by the Ukrainian leadership to refer to deep strikes targeting military and economic facilities inside mainland Russia.

President Zelenskyy wrote that Russian facilities along a line stretching from Yamal to Western Siberia are now within range of Ukraine's long-range strikes. President Zelenskyy wrote that efforts are underway to enable Ukrainian drones and missiles to reach even farther into Russian territory. President Zelenskyy announced that key priorities regarding the future use of Ukraine's long-range strike capabilities had been established, and announced the expansion of long-range strike units by mobilizing the capabilities of the Security Service of Ukraine's (SBU) "Alpha" Special Operations Center, intelligence agencies, and other units of the Defence Forces. President Zelenskyy wrote that he also spoke with manufacturers producing these weapons on the same day.

President Zelenskyy wrote, "Ukraine's long-range strike capabilities are one of the tangible guarantees of defending our independence right now during this war, and will remain one of our long-term security guarantees even after the war ends."
