WASHINGTON, United States

Secretary of the Department of War Pete Hegseth presided over the reinstatement ceremony at the Pentagon on October 23 (local time) for Air Force Brig. Gen. Melissa S. Cunningham, who had been forced to retire after declining the mandatory COVID-19 vaccination. The U.S. Department of War announced that Secretary Pete Hegseth presided over the swearing-in ceremony. In an official news release, the Department of War stated that Secretary Hegseth welcomed Brig. Gen. Cunningham back into the Air Force through the ceremony that day.

According to the Department of War, Brig. Gen. Cunningham was forced to retire in August 2022 after refusing the military's then-mandatory COVID-19 vaccination. At the start of the ceremony, Secretary Hegseth told Brig. Gen. Cunningham, "What a cool thing to stand with you right now with the stand that you took."

Secretary Hegseth: "Took a Principled Personal Stand and Paved the Way for Others"

Secretary Hegseth said, "You took a personal stand as a warrior of conscience, and in a very principled way, you didn't just stand for yourself, but you paved the way for others." He added, "You leaned into your faith, you stood with courage alongside your principles, and that truly demonstrates the caliber of your character, and that's precisely the kind of person we need to bring back."

Sean Parnell, the chief Pentagon spokesman for the Department of War, posted on his official X account that day: "Today, @SECWAR reinstated Brigadier General Melissa Cunningham. She was forced to retire after declining the COVID-19 vaccine mandate." Spokesman Parnell posted, "We will not stop righting the wrongs of the Biden administration," along with four photographs from the ceremony.

Secretary Hegseth said that the process of reinstating service members who declined the vaccine was not easy, but that it was worth the effort. "Those who were here know that the reinstatement process was neither easy nor smooth," Secretary Hegseth said. "From day one, we said, 'We're going to get this done,' and from day two, we said, 'The only way we lose is if we give up, if we stop trying to improve the process, or if we stop looking for these warriors.'"

According to the Department of War, Secretary Hegseth joked that when he saw this reinstatement ceremony on his calendar, he was glad to finally have a positive event scheduled. "I was so thrilled to see that this was happening," Secretary Hegseth said. "I want to commend the incredible efforts of so many people involved—known and unknown, seen and unseen, public and private, in uniform and out of uniform." Hegseth stated, "All of that effort was worth it because we brought back someone of Brig. Gen. Cunningham's caliber."

Brig. Gen. Cunningham: "Courageous Warriors with Moral Conscience Must Return to the Ranks"

According to the Department of War, Brig. Gen. Cunningham, a 26-year veteran, expressed deep gratitude immediately following her oath to God, President Trump, Secretary Hegseth, and the many individuals who worked to reinstate service members discharged under similar circumstances. Brig. Gen. Cunningham also urged service members who have not yet applied for reinstatement to proceed with the process.

Brig. Gen. Cunningham said, "We need our leaders, our courageous warriors with moral conscience to return. The threats our nation faces demand bold, critical thinkers, and we want them back in our ranks." She appealed to those affected by the COVID-19 vaccine mandate to join in building a firm foundation for the military and "filling the breach" left by the forced discharges during the pandemic. "Your spiritual strength, your character, and your courage are desperately needed in this hour; our nation demands it," Brig. Gen. Cunningham said. "I am just so pumped to be back."

On October 29, the U.S. Air Force posted on its official X account, "Welcome back, Brig. Gen. Melissa Cunningham," and published the Department of War article on the Air Force website.

According to her official biography as a colonel published on the U.S. Air Force 16th Air Force (Air Forces Cyber) website, Brig. Gen. Cunningham was commissioned upon graduating with honors from the U.S. Air Force Academy in 1996. Brig. Gen. Cunningham served in assignments across the Joint Staff, combat communications operations, air mobility operations, and as an instructor, and served as Deputy Executive Assistant to the Chairman of the Joint Chiefs of Staff. According to the biography, Brig. Gen. Cunningham deployed for Operation Iraqi Freedom as Commander of the 92nd Information Operations Squadron, served as an Assistant Professor of Management and Officer in Charge of the Women's Rugby Team at the Air Force Academy, and served as Director of Communications for the Joint Forces Headquarters National Capital Region and Military District of Washington. After serving as Vice Commander of the 688th Cyberspace Wing, she assumed command of the 67th Cyberspace Wing in June 2018. According to the biography, the 67th Cyberspace Wing is the Air Force's newest combat wing, operating three operational groups across 26 units in seven locations, with more than 2,000 military, civilian, and contractor personnel.

608 Return to Active Duty Following Executive Order 14184... Reinstatement Policy Extended to April 1, 2027

According to the Department of War, efforts to bring back service members pushed out of the military during the COVID-19 pandemic began when President Trump signed Executive Order 14184 last year. According to Executive Order 14184, "Reinstating Service Members Discharged Under the Military's COVID-19 Vaccination Mandate," released by the White House on January 27, 2025, the Secretary of Defense mandated the COVID-19 vaccine for all service members on August 24, 2021, and rescinded it on January 10, 2023. The executive order stated that the vaccine mandate was an "unfair, overbroad, and entirely unnecessary burden" on service members, and that the military wrongfully discharged service members who refused the vaccine, regardless of the length of their dedicated service to the nation.

The executive order directed the Secretary of Defense and the Secretary of Homeland Security to offer reinstatement to all active and reserve service members who were discharged solely for declining the COVID-19 vaccine and requested reinstatement. The order provided that reinstated service members return to their former ranks with full back pay, allowances, bonuses, and benefits, and that service members who submit a written sworn affidavit stating they voluntarily separated from the military rather than receive the vaccine may return without penalty to their service status, rank, or pay.

In a Fact Sheet released on the same day, the White House announced that from 2021 to 2023, the Biden administration and former Secretary of Defense Lloyd Austin discharged more than 8,000 service members solely for their COVID-19 vaccination status. The White House stated that the Biden administration discharged healthy service members—many of whom possessed natural immunity and had dedicated their lives to the nation—for refusing the vaccine. According to the White House, after the vaccine mandate was rescinded in 2023, only 43 out of approximately 8,000 discharged service members opted to return under the Biden administration and Secretary Austin. The White House noted that these discharges likely created a chilling effect on recruitment, with the Department of Defense falling short of its overall recruiting target by approximately 41,000 in fiscal year 2023. The White House highlighted that President Trump stated in 2024, "The vaccine mandate should never have happened," and "The military lost some of its best and brightest because of it."

The Department of War began its reinstatement outreach on April 7, 2025, through a statement by Chief Pentagon Spokesman Sean Parnell. Spokesman Parnell stated: "For the approximately 8,700 service members who were separated solely for refusing the vaccine, this is an opportunity to return to service, and we want them to know that the door is open." Parnell added, "Starting today, the Department of War is reaching out to ensure each of these individuals receives clear information on the reinstatement process. Their service mattered then, and it matters now. We are ready to welcome them back."

According to the Department of War, following the executive order, Secretary Hegseth implemented a one-year reinstatement policy and extended it by an additional year this past March. In a March 20 article, the Department of War announced that in 2021, Department of Defense officials issued a mandate forcing service members to choose between taking the COVID-19 vaccine or facing discharge, resulting in nearly 8,000 active and reserve service members being involuntarily separated over 500 days for refusing the vaccine. According to the Department of War, many other service members voluntarily departed the military as their service commitments expired. The Department of War stated that following the executive order, it invited these service members to return and resume their prior service, and as part of that initiative corrected the records of some service members who received less-than-honorable discharge characterizations. According to the Department of War, service members involuntarily separated solely for vaccine refusal are eligible for certain compensation. In the March 20 article, the Department of War announced that Secretary Hegseth extended the application window for reinstatement and return-to-service guidance to April 1, 2027. According to the Department of War, Secretary Hegseth reduced the active-duty service commitment for returning service members from four years to two years, applying this change, with limited exceptions, to those who had already returned and incurred a four-year commitment. Secretary Hegseth said at the time, "While I am proud of the work we have done over the past year, our duty to right this wrong is not finished." To ensure that "everyone whose career was interrupted by the COVID-19 vaccine mandate receives the respect they deserve," Secretary Hegseth directed the Secretaries of the Army, Navy, and Air Force to re-contact those who have not yet returned within 60 days to inform them of new information and opportunities. Secretary Hegseth said the changes reflect the confidence that returning service members will make an immediate and positive impact. On the same day, Secretary Hegseth posted on his official X account: "We will ensure warriors of conscience have until April 1, 2027 to return. We will continue to right the wrongs of the Biden administration."

Along with reinstatements, the Department of War is also conducting reviews to correct discharge characterizations. In an article published last December, the Department of War reported that between August 24, 2021, and January 10, 2023, more than 8,000 service members were involuntarily separated for refusing the vaccine, with over 4,000 of them receiving a General (Under Honorable Conditions) discharge—one step below an Honorable discharge—preventing them and their families from utilizing GI Bill education benefits. According to the Department of War, Secretary Hegseth directed the service branches in a December 6 memo to proactively review their personnel records and upgrade discharge characterizations where appropriate. In the memo, Secretary Hegseth wrote, "It is unconscionable that thousands of former service members who stood on their personal and religious convictions were not just separated, but received General Discharges rather than Honorable Discharges," adding, "The responsibility is on us to fix it." According to the Department of War, former service members do not need to take separate action, and those whose records are upgraded will be notified by mail. Chief Pentagon Spokesman Sean Parnell stated at the time that the service branches were directed to complete the proactive review within one year.

In an October 23 article, the Department of War reported that between August 2021 and January 2023, between 8,000 and 8,700 service members were voluntarily or involuntarily separated or departed the military due to vaccine refusal. According to the Department of War, 608 of them have returned to active duty since President Trump signed the executive order.
