Montreal, Canada

The 21st EU-Canada Summit was held in Montreal, Canada, from October 29 to 30, 2026. European Council President António Costa, European Commission President Ursula von der Leyen, and Canadian Prime Minister Mark Carney launched the "Alliance for the Future" at the meeting. The Prime Minister's Office of Canada announced that both sides are pursuing the deepest possible partnership short of full accession—namely, Canada becoming the European Union's first "Associate Member"—and will define its substance, scale, and scope over the coming months. In a joint statement, the leaders reaffirmed their unwavering support for Ukraine's independence, sovereignty, and territorial integrity within its internationally recognized borders, and stated that they would step up pressure on Russia. Canada signaled its intention to participate in the EU's €90 billion "Ukraine Support Loan," while Latvia signed a contract to procure ballistic helmets from Montreal-based Galvion using EU defense procurement funds.

EU and Canadian Leaders Launch "Alliance for the Future" in Montreal

According to the joint statement, the leaders announced they would build a common space for shared prosperity and economic security through the "Alliance for the Future." The joint statement assessed that geopolitical tensions, economic fragmentation, climate change, technological transformation, and competition over energy, resources, and strategic technologies are reshaping the international environment, and stated that Canada and the EU are building a deeper and more integrated strategic relationship in response. The alliance is grounded in the principle of reciprocity in industrial sectors where both sides agreed to deepen strategic cooperation, while also strengthening consultation and coordination within the frameworks of the Group of Seven (G7) and the Group of Twenty (G20). The Prime Minister's Office of Canada stated that the leaders announced more than 20 new measures and launched negotiations on several others. According to the Prime Minister's Office of Canada, the EU is Canada's second-largest trading partner, with bilateral trade in goods and services of approximately 178 billion Canadian dollars in 2025. Canada also hosted the inaugural "Canada-EU Business Forum" during the summit. The Prime Minister's Office of Canada noted that both sides established a "Security and Defence Partnership" at the Brussels Summit in Belgium in June 2025, that Prime Minister Carney was the first non-European leader to attend the European Political Community Summit held in Armenia in May 2026, and that he addressed the European Parliament in Strasbourg, France, in September of the same year.

Prime Minister Carney wrote on X: "Canada and the EU are working towards the deepest possible partnership — short of full membership — with Canada becoming the European Union’s first Associate Member," adding, "Today in Montréal, we took a major step forward with more than twenty new measures that will create greater affordability, opportunity, and sovereignty on both sides of the Atlantic." Carney also said in a press release from the Prime Minister's Office: "Our alliance with the EU is built on a foundation of shared history, common values, and mutual respect."

European Council President Costa wrote on X: "At today’s EU-Canada Summit, we made history," adding, "We agreed to an ever-closer association - everything short of a full EU membership." Costa added, "We will consolidate our shared prosperity, strengthen our security, and add a new dimension to our political cooperation." Commission President von der Leyen wrote on X that they discussed the concept of Canada becoming the EU's first Associate Member and what it would mean in practice, emphasizing a focus on the prosperity and security of their citizens through closer policymaking, participation in EU programs, and inter-institutional cooperation. Canadian Minister of Foreign Affairs Anita Anand said in a press release from the Prime Minister's Office: "Canada and the EU are dependable partners, bound by shared values, strong people-to-people ties, and a common commitment to peace, security, and prosperity," adding, "The initiatives announced today will further advance our cooperation in trade, technology, defence, and innovation."

Canada Signals Intention to Participate in EU's €90 Billion Ukraine Support Loan

The joint statement welcomed Canada's intention to participate in the "Ukraine Support Loan." According to background material from the Prime Minister's Office of Canada, this is an EU loan totaling €90 billion, and Canada's participation will enable Ukraine to purchase military equipment from Canadian defense companies using EU funds. The Prime Minister's Office of Canada stated that this participation addresses Ukraine's urgent defense needs, strengthens Canada-EU cooperation, and creates opportunities for Canadian defense companies to supply military equipment.

In the joint statement, the leaders reaffirmed their continued support for a comprehensive, just, and lasting peace in Ukraine based on the principles of international law, including the UN Charter. Both sides will continue to provide political, financial, economic, energy, humanitarian, military, and diplomatic support to Ukraine and its people, and pursue a long-term partnership, including Ukraine's Euro-Atlantic integration. Both sides also committed to contributing to Ukraine's ongoing institutional reforms and future reconstruction. The leaders stated that they would increase pressure on Russia and hold Russia accountable for crimes committed in and against Ukraine. Both sides will continue working toward the immediate and safe return of all prisoners of war, detained civilians, and unlawfully transferred and deported Ukrainian children, including through the International Coalition for the Return of Ukrainian Children.

The joint statement welcomed Canada's continued engagement along Europe's eastern flank, stretching from the Arctic to the Black Sea, and also welcomed Canada's interest in enhancing its participation in Common Security and Defence Policy (CSDP) missions and operations. The CSDP is a framework through which the EU brings together military and civilian personnel from member states to conduct overseas peacekeeping and crisis management missions. Building on existing cooperation under Permanent Structured Cooperation (PESCO), which unites EU member states in joint defense capability development projects, both sides will strengthen cooperation in sanctions, the defense industry, maritime security, space security, and countering hybrid threats. Hybrid threats refer to hostile actions aimed at destabilizing an adversary through means such as cyberattacks, disinformation, and infrastructure disruption rather than conventional military strikes. Both sides will establish new dedicated dialogues on the Arctic, foreign information manipulation and interference (FIMI), climate security, and transport. The joint statement noted that the current geopolitical environment and growing hybrid threats pose risks to democracy in Canada and the EU. Both sides will establish a democratic resilience cooperation framework to protect the integrity of the information space and the fairness of elections, as well as enhance early warning and risk management capabilities. The joint statement stated that the new FIMI dialogue will shift bilateral cooperation from a reactive approach to a proactive one.

Latvia to Procure Ballistic Helmets from Canadian Firm Using EU Defense Procurement Funds

The Prime Minister's Office of Canada announced a contract for Montreal-based Galvion to supply ballistic helmet systems to Latvia as Canada's second "Security Action for Europe (SAFE)" contract. SAFE is an EU instrument that financially supports joint defense procurement by member states and partner countries. According to background material from the Prime Minister's Office of Canada, the contract value is €27.8 million, with Latvia paying Galvion more than 44 million Canadian dollars using EU SAFE funds. The Prime Minister's Office of Canada noted that Latvia is home to the Canadian Armed Forces' largest overseas deployment and that Galvion helmets are used by many NATO allies. Canada became the first non-European country to join SAFE in February 2026, and under its first SAFE contract in June of the same year, Montreal-based Marconi Technologies agreed to manufacture and supply "Orion" tactical radios to the Polish Cyber Command.

The joint statement described Canada and the EU as strategic partners that assume greater responsibility for collective and international security in a manner fully complementary to and reinforcing NATO. Both sides will also deepen cooperation in the protection and resilience of maritime and subsea critical infrastructure, shipbuilding capabilities such as high-latitude fleets, and search-and-rescue preparedness. To increase the supply of amphibious firefighting aircraft to EU member states, Canada plans to provide up to 2.5 billion Canadian dollars in financing to Alberta-based De Havilland through Export Development Canada. The joint statement noted that both sides look forward to the delivery of 24 DHC-515 firefighting aircraft to EU member states, which were announced at the previous summit.

Both Sides Expand Supply Chain Cooperation in Critical Minerals, Satellites, and Digital Trade

Canada and the EU signed a treaty framework enabling the European Investment Bank (EIB) to operate in Canada and invest in critical minerals value chain projects ranging from exploration and extraction to processing and recycling. The Prime Minister's Office of Canada stated that, building on 28 deals reached between Canadian and European partners under the "Critical Minerals Production and Resilience Alliance," this treaty provides needed certainty for mining projects. Both sides also launched work to establish a raw materials stockpiling and investment framework, with the initial effort jointly mapping value chains for rare earths, permanent magnets, and batteries. Rare earths and permanent magnets are key materials used in electric vehicle motors, missile guidance systems, and wind turbines.

Canada is pursuing an administrative arrangement for cooperation on the EU's secure satellite communications constellation, "IRIS²." IRIS² is a multi-orbital satellite constellation designed to provide secure communications for government administrations, defense, emergency response agencies, and critical infrastructure. Canada will formalize cooperation on High Accuracy Services and geodesy under the EU's satellite navigation system "Galileo," enhancing positioning, navigation, and timing services across Canada, including the Arctic. Both sides will also examine the feasibility of a joint transatlantic communications cable project and jointly study the feasibility of exporting Canadian liquefied natural gas (LNG) to Europe. The Prime Minister's Office of Canada stated that the new cable will provide a direct and secure data route that reduces dependence on single suppliers. According to the Prime Minister's Office of Canada, Canada has entered into multiple long-term LNG supply arrangements with EU buyers, including Germany's SEFE and Uniper and France's TotalEnergies, since May 2025. The Prime Minister's Office of Canada also noted that in 2025, the European Commission and the EIB agreed on nearly $7 billion (as stated by the Prime Minister's Office of Canada) in external investment guarantees to expand EIB operations in partner countries and strengthen critical raw materials supply chains.

Both sides concluded negotiations on a "Digital Trade Agreement" that complements the Canada-European Union Comprehensive Economic and Trade Agreement (CETA). The Prime Minister's Office of Canada stated that this is Canada's first dedicated digital trade agreement, noting that Canada exported approximately 15 billion Canadian dollars in digitally delivered services to the EU in 2024. Canadian Minister of International Trade Maninder Sidhu said the agreement provides certainty for electronically signed contracts, software sales, and cross-border commercial data flows, enabling approximately 800,000 workers in Canada's digital sector to access billions of dollars in further opportunities in the world's largest digital services import market. Canada joined the European High Performance Computing Joint Undertaking (EuroHPC JU), gaining access to the world-class supercomputer "JUPITER." Both sides concluded negotiations on a next-generation competition agreement; will negotiate the establishment of a joint working group over the coming months to examine linking instant payment networks and opening banking, insurance, and fintech markets; and agreed on a memorandum of understanding between the European Border and Coast Guard Agency (Frontex) and the Canada Border Services Agency (CBSA) for border management cooperation. Canada will begin negotiations to expand participation in the EU educational exchange program "Erasmus+" and to associate with the next research and innovation program, "Horizon Europe." Both sides will also explore a next-generation "Youth Mobility Partnership" to enable young Canadians and Europeans to study and work across the Atlantic. A coalition of Canadian industry groups will establish a "Canadian Industrial Office" in Brussels to support CETA implementation, market access, and trade diversification. The joint statement concluded with the sentence: "Canada and the EU are stronger together."
