WASHINGTON

The U.S. Army has transitioned its air defense mission in Guam from a provisionally organized unit to a permanent battalion. U.S. Army Pacific (USARPAC) announced on October 20 (U.S. time) that the 3rd Battalion, 43rd Air Defense Artillery Regiment (3-43 Air Defense Artillery Battalion) held an activation ceremony on October 16 at Andersen Air Force Base, Guam. The battalion replaces Task Force Talon (TF Talon), which had operated the Terminal High Altitude Area Defense (THAAD) system in Guam since 2013. TF Talon was officially inactivated in July 2026.

The Army Activated the 3-43 Air Defense Artillery Battalion Under the 38th Air Defense Artillery Brigade

According to USARPAC, the 3-43 Air Defense Artillery Battalion falls under the 38th Air Defense Artillery Brigade and the 94th Army Air and Missile Defense Command. The battalion commander is Lieutenant Colonel Joshua Ernest, and the commander of the 38th Air Defense Artillery Brigade is Colonel Mocef Sauda. The Army stated that this activation is part of an ongoing effort to strengthen integrated air and missile defense capabilities in the Indo-Pacific.

The Army defined the battalion's mission as supporting the defense of Guam. The Army stated that the battalion maintains high readiness to provide air and missile defense capabilities against potential threats. Guam's strategic location is critical to supporting joint force operations across the region, and air and missile defense is vital to protecting the personnel and infrastructure required for those operations, the Army said.

The Army stated that this transition from an ad hoc task force to a battalion solidifies the Department of War's commitment to securing permanent air defense capabilities in the Indo-Pacific.

The Army Shifted Guam's Air Defense Mission from a Rotational Deployment Unit to a Permanent Battalion in the Regular Chain of Command

The Guam THAAD battery began in April 2013 with the Secretary of Defense's deployment approval, and the Army assigned the mission to TF Talon. According to the U.S. Government Accountability Office (GAO), TF Talon was an expeditionary unit staffed by rotational personnel from Hawaii prior to June 2016. The Army referred to this unit as a provisional task force, and has now transferred the mission by activating the 3-43 Air Defense Artillery Battalion. The battalion belongs to the regular Army chain of command leading through Battalion Commander Lieutenant Colonel Joshua Ernest, the 38th Air Defense Artillery Brigade, and the 94th Army Air and Missile Defense Command.

The battalion's mission extends beyond a single THAAD battery. Lieutenant Colonel Ernest said the 3-43 Air Defense Artillery Battalion establishes the Army's contribution to the Guam Defense System (GDS). The GAO stated that the Department of Defense is designing the GDS to provide 360-degree, persistent defense of Guam against cruise missile, ballistic missile, and hypersonic missile attacks. GDS components will be fielded across 16 sites in Guam between fiscal year 2027 and fiscal year 2032.

The Department of Defense designated the Army as the lead acquisition military service for the GDS in June 2023. Along with acquisition oversight, the Army was assigned responsibility for establishing overall doctrine, training, organization, personnel, and facilities.

Colonel Sauda Stated, "Vigilance Yields Strategic Consequences"

At the activation ceremony, Colonel Sauda told members of the battalion, "Your work will never be routine. Vigilance yields strategic consequences." He went on to state that the battalion's readiness contributes to regional stability, and that the professionalism of the battalion members ensures that for millions of people living under an 'umbrella of peace,' that discipline maintains the umbrella.

Lieutenant Colonel Ernest stated that the battalion contributed to "translating ambitious concepts into operational capability." He said unit personnel developed the new procedures, relationships, and integrated systems required to connect sensors, command-and-control architectures, launchers, and interceptors into an integrated defense framework. Lieutenant Colonel Ernest stated that the 3-43 Air Defense Artillery Battalion now establishes the Army's role in the "strategic Guam Defense System."

The Army stated that the 43rd Air Defense Artillery Regiment traces its lineage back to predecessor units organized in the Philippines in 1916. The Army noted that the regiment has undergone multiple reorganizations, evolving the structure of air defense units to meet shifting military requirements. The new battalion's predecessor, TF Talon, originated from the Secretary of Defense's approval of the THAAD battery deployment.

TF Talon Originated from a THAAD Battery Approved in April 2013

The U.S. Government Accountability Office (GAO), in a report released on May 22, 2025 (GAO-25-108187), stated that in April 2013, the Secretary of Defense approved the deployment of a THAAD battery to Guam, and the Department of Defense assigned it to the Army's TF Talon. The GAO stated that TF Talon's primary mission was defending against North Korean missile threats. The battery consisted of six launchers and one radar.

According to the GAO, a single THAAD launcher can carry eight interceptor missiles, giving the Guam THAAD battery up to 48 missiles at a time. From 2013 to 2016, the Department of Defense operated TF Talon as an expeditionary, or temporary, unit staffed with personnel on rotational deployments from Hawaii. Beginning in June 2016, it began permanently stationing personnel in Guam, the GAO stated. The GAO noted that at the time of the report's writing, TF Talon was the only missile defense system deployed to Guam.

The air defense mission carried out by TF Talon is an assignment the Army has sustained for over a decade. The Army stated that TF Talon maintained high readiness and defensive missions alongside joint partners, including the Guam Army National Guard.

The Guam Defense System Is Planned for Phased Deployment Beginning in Fiscal Year 2027

According to the GAO, in fiscal year 2022, the Department of Defense decided to develop and deploy an enhanced integrated air and missile defense architecture called the Guam Defense System (GDS). The GAO stated that the Department of Defense initiated the development of a more robust missile defense architecture for Guam in response to increased Chinese military activity in the Indo-Pacific. The GAO stated that the Department of Defense is designing the GDS to provide 360-degree, persistent defense of Guam against cruise missile, ballistic missile, and hypersonic missile attacks.

The GAO stated that as of August 2024, the Department of Defense planned to distribute GDS components across 16 sites in Guam. The initial deployment begins in fiscal year 2027, with the final components arriving by fiscal year 2032, according to the GAO. In June 2023, the Department of Defense designated the Army as the lead service for GDS acquisition. Accordingly, the Army assumed responsibility for acquisition oversight as well as establishing overall doctrine, training, organization, personnel, and facilities.

The Missile Defense Agency (MDA) issued a draft Environmental Impact Statement in October 2024. In the document, the MDA estimated the personnel required to operate and sustain the GDS at 805 in 2027 and 1,044 in 2031. Senior military officials told the GAO that these numbers serve merely as a baseline that the respective military branches must validate and fund.

Support Facilities for Army Personnel in Guam Lagged Behind Deployment Pace, GAO Noted

The GAO stated that over 170,000 Americans reside in Guam and that the Department of Defense designated Guam as an unequivocal part of the homeland in its 2022 Missile Defense Review. Conducting its audit from October 2023 to February 2025, the GAO directly inspected TF Talon sites at Andersen Air Force Base, Guam. The GAO stated that when Typhoon Mawar struck Guam in May 2023, the Army coordinated with the Marine Corps to find hangar space to protect THAAD launchers and radar. The Army also lacked dedicated maintenance facilities and serviced vehicles in temporary structures such as tents, the GAO stated. TF Talon officials told the GAO that it was not until 2023 that running water restrooms and ice machines were installed at parts of the site, marking the first time since the 2013 deployment. They noted that lacking potable water at the site, they rely on bottled water.

The GAO stated that without a separate Army installation in Guam, the Army, distributed across Air Force, Marine Corps, and Navy bases, may face challenges in coordinating facility priorities. Naval Facilities Engineering Systems Command (NAVFAC) officials told the GAO that combined Army GDS personnel and Marine Corps growth are expected to expand Department of Defense personnel stationed in Guam from approximately 10,000 in 2024 to 20,000 by 2033. Preparing for troop growth, the Army established an Army Coordination Element Guam in March 2022 and signed a Joint Region Marianas agreement in February 2024. The GAO stated that the Department of Defense concurred with all four recommendations (one of which is classified).
