Nigeria Asserts 'Strategic Autonomy' in Berlin, Urging End to Raw Mineral Export Model

BERLIN
Amb. Sola Enikanolaiye, Nigeria’s Minister of State for Foreign Affairs, attended high-level panels at the 'Berlin Global Dialogue 2026' held in Berlin, Germany from October 20 to 22 (local time), declaring that Africa’s external partnerships must be rebuilt on the foundations of sovereignty and strategic autonomy. He urged that Africa must end the "extractive model" of exporting unprocessed raw minerals and pivot toward domestic processing. The Ministry of Foreign Affairs of Nigeria posted a press release detailing these remarks on its website on October 25, which was updated the following day on October 26.
Minister of State Enikanolaiye Proposes Realignment of African Cooperation Model at Berlin High-Level Panel
According to the Ministry of Foreign Affairs of Nigeria, Minister of State Enikanolaiye participated in two sessions: a high-level panel on 'Foreign Policy by Other Means: Trade, Technology, and Geopolitical Power,' and the 'Policy Lab on Infrastructure and Investment.' He articulated that Africa’s external engagement model is grounded in sovereignty, African priorities, mutual respect, and shared prosperity. The Foreign Ministry described this approach as a vision "anchored on sovereignty, strategic autonomy, domestic resource mobilization and bankable infrastructure."
At the forum, the Minister of State emphasized the principle that Nigeria must be capable of charting its own course independently without being drawn into the agendas of external blocs. The Ministry framed the strategic direction he outlined along three core pillars—resources, finance, and infrastructure—without targeting specific partner countries or competitive rivalries.
Minister Defines Strategic Autonomy as "Space of Action Regardless of Ideology or Political Complexion of Blocs"
Minister of State Enikanolaiye reaffirmed Strategic Autonomy as Nigeria’s guiding doctrine. Explaining the concept, he stated, "It allows us a space of action regardless of ideology or political complexion of the various blocs." He added that this space serves "to advance our own national interest, including those of Nigerian companies."
Strategic autonomy represents a diplomatic posture of evaluating issues on a case-by-case basis based on national interests, rather than being bound to any particular major power or bloc. The Ministry highlighted this statement as the cornerstone of his address in its press release, while not specifying any country as the target of the remarks.
Minister of State Emphasizes Ending 'Extractive Model' of Raw Mineral Exports and Shifting to Value-Added Processing
Minister of State Enikanolaiye stressed that the "extractive model must end," emphasizing that value addition (beneficiation) must take precedence over the export of unprocessed minerals. He argued that instead of extracting and shipping raw commodities directly abroad, processing and refining stages must be conducted within Nigeria and Africa to add value domestically.
This awareness aligns with the rising tide of resource nationalism surrounding critical minerals and supply chains. Under a structure where raw ores are exported and processed goods are subsequently imported back, the jobs and profits generated during processing accrue outside producing countries. The Minister of State maintained that partnerships must be restructured to break this cycle and upgrade industrial chains within producer nations. The Ministry did not cite specific trading partners in this context.
Minister Calls for Domestic Capital Mobilization to Elevate Africa's Growth Rate From 4.3% to 7%
Minister of State Enikanolaiye cited Africa's average gross domestic product (GDP) growth rate at 4.3%, arguing that the target must be elevated to 7%. He urged the mobilization of long-term capital to bridge this gap.
The Foreign Ministry reported that he repeatedly underscored long-term financing and domestic resource mobilization for Africa's development. The strategic vision seeks to drive development using internally generated capital rather than relying on external aid or short-term funds. The two metrics—the current 4.3% growth rate and the 7% target—served as the quantitative foundation of his speech.
Minister Welcomes Reform of International Credit Rating System and Launch of African Credit Rating Agency
Minister of State Enikanolaiye demanded a reform of the international credit rating system and welcomed the establishment of the African Credit Rating Agency. He argued that because sovereign ratings determine borrowing costs for African countries, correcting structural biases in the rating framework is critical to achieving the goal of mobilizing long-term capital.
The push for credit rating reform and an independent regional rating agency directly correlates with the aforementioned agenda for domestic capital mobilization and bankable infrastructure. Favorable credit assessments facilitate lower borrowing costs, which in turn enables infrastructure projects to successfully secure necessary funding.
Minister of State Emphasizes Bankable Infrastructure Alongside Fiscal Discipline and Rule of Law
Minister of State Enikanolaiye stated that sustained focus must remain on Africa's infrastructure priorities, highlighting the need to advance bankable projects and nurture the technical workforce required to sustain them. This entails designing financially viable projects while developing the institutional and technical expertise to maintain and operate them.
Alongside these points, the Ministry noted that the Minister of State reiterated Nigeria’s steadfast commitment to fiscal discipline, transparency, democracy, and the rule of law. The objective is to underpin the external agenda of strategic autonomy, resource processing, and capital mobilization with the credibility of strong domestic governance institutions.
Berlin Global Dialogue 2026 Held Under Theme of 'Advancing Alliances for the New Era'
The Berlin Global Dialogue 2026, where the Nigerian Minister of State spoke, was held from October 20 to 22 at the ESMT Berlin campus at Schlossplatz 1 in Berlin, Germany. Established in 2022, the forum is organized by the Berlin Global Dialogue and was founded and chaired by Lars-Hendrik Röller. The 2026 edition took as its theme 'Advancing Alliances for the New Era,' addressing how business and government leaders can navigate and reshape partnerships to make effective strategic decisions amid shifting geopolitical dynamics.
ESMT Berlin confirmed that German Chancellor Friedrich Merz attended the 2026 forum. The Ministry of Foreign Affairs of Luxembourg also published the official schedule for Deputy Prime Minister and Minister for Foreign Affairs Xavier Bettel's participation on October 21–22. ESMT Berlin noted that heads of state, government ministers, and corporate chief executives from more than 100 countries have regularly participated in the forum, with European Commission President Ursula von der Leyen and French President Emmanuel Macron having attended past gatherings. The Nigerian Minister of State delivered his remarks before this assembly of world leaders, cabinet members, and global business executives.
Minister of State Enikanolaiye Attends ECOWAS-AES Ministerial Dialogue in Dakar, Championing Regional Integration
Earlier on October 17, regarding the ministerial dialogue between the Economic Community of West African States (ECOWAS) and the Alliance of Sahel States (AES) held in Dakar, Senegal, the Ministry of Foreign Affairs of Nigeria released a press statement titled "NIGERIA REAFFIRMS COMMITMENT TO REGIONAL UNITY AT HISTORIC ECOWAS–AES MINISTERIAL DIALOGUE IN DAKAR." The Ministry characterized the session as a 'historic' summit and simultaneously published a press release titled 'Press Release on the Conclusion of the ECOWAS-AES Meeting in Dakar'.
The Alliance of Sahel States was established by Mali, Burkina Faso, and Niger as they distanced themselves from Western partners and France; hence, renewed dialogue with ECOWAS is regarded as a critical juncture for West African regional stability. The doctrine of sovereignty and strategic autonomy championed in Berlin, alongside the commitment to regional integration voiced in Dakar, form the twin pillars of Nigeria’s diplomatic messaging this month.
