Japan

Japan's Joint Staff said in a release dated October 16, 2026, that Air Self-Defense Force scrambles totaled 442 in the first half of fiscal 2026, from April 1 to September 30, 2026. The same release put the figure for the same period of fiscal 2025 at 265. Both figures cover the same six-month first-half period. The Joint Staff stated that the breakdown by country or region includes estimates.

By aircraft origin, Chinese aircraft accounted for 285 scrambles, about 65 percent of the total, Russian aircraft for 152, about 34 percent, and other origins for five, about one percent. North Korean aircraft were recorded at zero in the table. By air defense force, the Southwestern Air Defense Force recorded the most with 201, followed by the Northern Air Defense Force with 112, the Western Air Defense Force with 102, and the Central Air Defense Force with 27. The four regional figures add up to 442.

The Joint Staff's official X account separately posted the monthly figure for September 2026. The account said the Air Self-Defense Force scrambled 95 times in September, citing five consecutive days of confirmed and announced flights by a Chinese intelligence-gathering aircraft over the East China Sea and flights by a Russian intelligence-gathering aircraft over the Sea of Japan. That 95 figure covers the single month of September 2026 and differs in counting period from the first-half total of 442.

On October 16 the same account also posted that fighters of the Southwestern Air Defense Force had scrambled over the East China Sea in response to a possible airspace intrusion. That post is an individual response notice issued on the same day as the statistics release, not a restatement of the 442 figure itself.

442 Scrambles Second Only to 446 in First Half of 2022

According to the attached Joint Staff table, the first-half figures by origin can be compared only with the same period in other years. In the first half of fiscal 2022 there were 340 scrambles against Chinese aircraft, 95 against Russian aircraft, and 11 against others, for a total of 446. In the first half of fiscal 2023 the figures were 304 against Chinese aircraft, 110 against Russian aircraft, two against North Korean aircraft, and eight against others, for a total of 424. In the first half of fiscal 2024 the figures were 242, 114, and two, for a total of 358. In the first half of fiscal 2025 the figures were 198 against Chinese aircraft, 59 against Russian aircraft, and eight against others, for a total of 265. The 442 recorded in the first half of fiscal 2026 is therefore the second-highest in this first-half-only comparison, after 446 in fiscal 2022, and above 265 a year earlier. Full-year totals cover a different period, so they do not sit easily beside these six-month figures.

The regional figures follow a similar pattern. The Southwestern Air Defense Force recorded 309 in the first half of fiscal 2022, 257 in fiscal 2023, 211 in fiscal 2024, 189 in fiscal 2025, and 201 in fiscal 2026. The Northern Air Defense Force moved from 70, 72, and 90 to 53 and then 112. The Western Air Defense Force moved from 58, 69, and 45 to 14 and then 102. The Central Air Defense Force moved from nine, 26, and 12 to nine and then 27. The size of the change differs by region.

IL-20, Y-9 and Joint Bomber Flight Cited as Three Features

The Joint Staff cited three features of the first half of fiscal 2026. The first was flights by a Russian IL-20 intelligence-gathering aircraft over the Sea of Japan and the Pacific. The second was flights by a Chinese Y-9 intelligence-gathering aircraft over the East China Sea, which it said were confirmed and announced on five consecutive days in September. The third was a long-distance joint flight by Chinese H-6 bombers and Russian Tu-95 bombers. The release described these cases as showing active operations by Chinese and Russian aircraft. That is Japan's reading of the activity. The release carried no Chinese or Russian response.

The attached list of announced unusual flights contains 25 cases from April to September 2026. It begins with a Russian IL-20 over the Sea of Japan on April 7. In May it lists Russian IL-20 flights over the Sea of Japan and between the Sea of Japan, the Sea of Okhotsk, and the Pacific, and a Chinese Y-9 round-trip flight over the East China Sea. The June 12 case lists a Chinese Y-9 together with a TB-001 reconnaissance and attack unmanned aircraft. The June 27 case lists two Chinese H-6 bombers, two Russian Tu-95 bombers, two Russian Tu-142 patrol aircraft, Chinese J-16 fighters, and a Russian Su-35 fighter, describing Chinese bombers that advanced from the East China Sea into the Sea of Japan, joined Russian bombers, and flew jointly back to the East China Sea, and Russian bombers that advanced from the Sea of Japan, joined Chinese bombers over the East China Sea, and flew a long-distance joint flight through the Miyako Strait to the Pacific off Shikoku.

From July to September the list repeatedly records Russian IL-20 flights over the Sea of Japan, Chinese Y-9 flights over the East China Sea, and a Russian Tu-95 and Su-35 flight over the Sea of Japan. The August 18 case again lists a Chinese Y-9 together with a TB-001 unmanned aircraft. From September 3 to 7, Chinese Y-9 flights over the East China Sea appear in consecutive announced cases, and on September 5 a Russian IL-20 round-trip flight between the Sea of Japan, the Sea of Okhotsk, and the Pacific was recorded on the same day. The last case, on September 25, is a Russian IL-20 flight over the Sea of Japan. This list contains cases the Joint Staff selected and announced as unusual flights. It is not a day-by-day breakdown of all 442 scrambles.

Scrambles and 49 Intrusion Cases Count Different Things

A scramble is the Japanese term for Air Self-Defense Force fighters taking off when there is a concern about a possible airspace intrusion. The phrase possible airspace intrusion used in routine Joint Staff notices explains the basis for a scramble and is not the same as a confirmed intrusion. The first-half release also attaches a separate list of announced airspace intrusion cases, 49 in total from 1967 to 2025. The most recent entries include a Chinese Y-9 over the Danjo Islands on August 26, 2024, a Russian IL-38 north of Rebun Island on September 23, 2024, and a Chinese helicopter south of Uotsuri Island in the Senkaku Islands on May 3, 2025. The number of scrambles and the number of announced intrusion cases count different things.

The Joint Staff stated that the origin breakdown includes estimates. A radar track alone does not always show which country an aircraft belongs to, so the figures for Chinese aircraft (285) and Russian aircraft (152), and the zero for North Korean aircraft, rest partly on estimates. China, Russia, and North Korea have not published comparable tallies for the same period.

Second-Half Figures Cannot Be Compiled Until After March 2027

The release provided the first-half total, the breakdown by origin and region, and 25 unusual-flight cases. Second-half figures can be compiled in the same form only after the fiscal year ends in March 2027. The only monthly figure separately confirmed is the 95 scrambles in September posted on the official X account.
