Poland Airspace Threat Alert Repeated Four Times in Single Day on Oct. 23... Government Centre for Security (RCB) Sends 'Alert RCB' to Residents of Lublin and Podkarpackie

Lublin Voivodeship and Podkarpackie (Subcarpathian) Voivodeship, Poland
On October 23 alone, Poland's Government Centre for Security (Rządowe Centrum Bezpieczeństwa, RCB)—the Polish government agency that sends emergency alert text messages to citizens' mobile phones—issued and lifted Alert RCB airspace threat warnings four times in response to Russian airstrikes on Ukraine. The alerts were transmitted to mobile phones of residents in Lublin Voivodeship and Podkarpackie (Subcarpathian) Voivodeship bordering Ukraine, carrying the exact same text each time: "ATTENTION! Russian air strike in the territory of Ukraine. The situation is monitored. Polish aviation operates in the airspace of the Republic of Poland. Await further announcements."
Four alerts spanned from after 4 a.m. until 10 p.m.
The RCB posted the full text of the October 23 alerts by time stamp on the government portal gov.pl. There were four cancellation notices: at 09:33, 12:38, 18:23, and 22:00. The lifting message remained fixed: "ATTENTION! The air strike on Ukraine has ended. No threat on the territory of Poland." Preceding each cancellation notice was an alert activation. An updated alert was sent to six counties (powiats) in Lublin Voivodeship at 06:35, followed by renewed alerts at 12:02, 17:57, 19:55, and 20:00. All times are local Polish time. (Add seven hours for Korea Standard Time.)
The first alert did not have a specific time stamp recorded on the gov.pl page. The official RCB X account published an alert containing the same message at around 04:10 a.m. Piecing together the periods when the alerts remained active according to the RCB's posted times yields approximately eight and a half hours: just over five hours from 04:10 to 09:33, around 30 minutes each around midday (12:00) and evening (18:00), and two hours from 19:55 to 22:00. Residents of the border regions spent more than one-third of the day under active warnings.

Target area expanded to dozens of counties and cities across two eastern voivodeships
The scope of the alerts shifted according to the direction of the airstrikes. Warnings are issued at the level of counties (powiats) and cities beneath Poland's voivodeships, with recipient areas explicitly listed for each instance. The 22:00 cancellation notice covered 24 counties and cities across Lublin Voivodeship, including Puławy, Lublin City, Chełm, Zamość, and Biała Podlaska. The 17:57 alert was first dispatched to 11 counties and cities around Chełm and Zamość; the 19:55 alert initially targeted the same 11 jurisdictions before expanding five minutes later, at 20:00, to 24 counties and cities. The 09:33 morning cancellation notice encompassed 11 counties in Lublin Voivodeship alongside 18 counties and cities in Podkarpackie (Subcarpathian) Voivodeship, including Rzeszów, Przemyśl, and Krosno. Both voivodeships directly border Ukraine.
On the same day, the RCB's official X account uploaded a total of 10 posts—six alert issuances and four cancellations—each detailing the specific target voivodeships and counties. The system operates so that the text messages received by citizens match the public records released by the government word for word.
These alerts do not indicate an airspace violation. The RCB text clearly specifies that the airstrikes are taking place "in the territory of Ukraine," explains that Polish aircraft are operating within Polish airspace, and concludes once strikes cease by stating there is "no threat on the territory of Poland." In other words, these alerts represent a standing operational procedure under which Poland scrambles aircraft and notifies residents via text message whenever Russia strikes just across the border. No mention of airspace incursions or shootdowns appears on the RCB's October 23 page.

Identical alerts recurred on October 20 and 21
October 23 was by no means an isolated case. Air alert pages for October 20, 21, and 23 are posted on the RCB announcement board. Counted by cancellation notices, there were four on October 20 (06:41, 12:28, 16:30, and 21:36), three on October 21 (04:42, 19:45, and 23:03), and four on October 23—totaling 11 times over three days. On October 21, the sequence began with a 04:42 a.m. cancellation notice issued simultaneously for Podkarpackie (Subcarpathian) Voivodeship and Lublin Voivodeship, whereas the initial cancellation on October 20 (06:41) targeted Lublin Voivodeship alone. On the evening of October 21, an alert was issued first for Podkarpackie (Subcarpathian) Voivodeship and lifted at 19:45; roughly an hour later, at 21:08, another alert was sounded in Lublin Voivodeship and remained in effect until 23:03.
On October 20, alerts were reissued at 09:48, 13:22, and 21:10, persisting for 2 hours and 40 minutes from 09:48 to 12:28, and for just over three hours from 13:22 to 16:30; both instances covered both Lublin Voivodeship and Podkarpackie (Subcarpathian) Voivodeship. The warning issued at 21:10 that evening was cleared after just 26 minutes. For residents living along the border, daily life was repeatedly fragmented by alerts across the three-day period of October 20, 21, and 23. On October 22, only a routine siren drill notice appeared in place of an air raid warning, while no air alert postings were listed for October 24.
A higher-tier warning was dispatched on the afternoon of October 20. At 15:30, residents across 10 counties and cities in Podkarpackie (Subcarpathian) Voivodeship received a message stating: "ATTENTION! ATTENTION! ATTENTION! Threat of air attack. Find a safe place. Follow the instructions of emergency services." The RCB retracted this at 15:46 with another text: "Air attack threat lifted. No threat on the territory of Poland." For 16 minutes, residents in and around Przemyśl and Krosno were instructed to take shelter. This incident unfolded between the air alert sounded at 13:22 in Lublin and Podkarpackie (Subcarpathian) Voivodeships and its eventual cancellation at 16:30 that day.
