U.S. Treasury Designates Iran's Shadow Finance Network on the SDN List; Iraq's IDB Bank, Two Offshore Banks, and a Dubai Oil Broker Included

What Happened

On October 15 (local time), as part of "Operation Economic Outcast," the U.S. Treasury Department's Office of Foreign Assets Control (OFAC) placed individuals and entities targeting Iran's international financial network and shadow finance structure on the sanctions list (SDN). The basis is Executive Order 13902, which targets the financial and petroleum sectors of Iran's economy.

This is an SDN designation, not a Department of Justice indictment. Once designated, assets that are in the United States or controlled by U.S. persons are frozen, and transactions with U.S. persons are prohibited in principle. Entities owned 50% or more by a designated person are also automatically blocked. This differs from a procedure in which criminal charges are contested in court.

Treasury announced it as follows on its official account. https://x.com/USTreasury/status/2110805296662614448

Secretary Bessent's Remarks

Treasury Secretary Scott Bessent said, "The economic noose around Iran is tightening, and Iran's so-called allies will not be able to save it," and, "Treasury will not stop until the Iranian regime's coffers are empty and every remaining financial lifeline sustaining its war machine is cut." He posted the same sentence on his own account. https://x.com/SecScottBessent/status/2110805394012405972

Who Was Designated

Iraq's IDB Bank. This is Iraq's International Development Bank for Investment and Finance (IDB). Treasury said IDB is a bank established by Iranian companies to supply dollars to the Iranian economy, abused Iraq's now-defunct dollar auction, and is linked to Iranian government agencies and pro-Iran militias in Iraq. It explained that Iran's Bank Melli, which closed under U.S. sanctions, moved capital into IDB, and that IDB sends monthly profits to Iran in dollars. Current management, it said, took ownership from an Iranian-Iraqi dual-national financier working for the Islamic Revolutionary Guard Corps Quds Force.

Two Iranian "offshore" banks. These are Jazireh International Bank, affiliated with Bank Mellat, and Chabahar International Bank Offshore Incorporation, affiliated with Shahr Bank. Treasury said these banks, with the approval of Iran's central bank and Supreme National Security Council, operate in foreign currencies in free trade zones and assist sanctions evasion.

Rajabi, the oil "trustee" in Dubai. Treasury explained that Iranian national Sayyed Rouhollah Rajabi is the son-in-law of a leader of the hardline Paydari Front, lives in Dubai, and is a key broker relied on by the Iranian regime when it sells crude oil and recovers the proceeds. Before the U.S. blockade of Iranian crude oil, he said, Rajabi shipped several million barrels a month overseas on behalf of the National Iranian Oil Company (NIOC) and its subsidiary NICO. Two Iranian companies he operates were also designated together.

Shadow finance practitioners, including Hong Kong's Elitesphere. Seven foreign-exchange staff of FSAQ, affiliated with Shahr Bank, Hong Kong's Elitesphere Trading, which FSAQ used to move funds, and several Iranian currency exchanges and their owners were designated. Treasury said they processed transactions through the "Rahbar" network using paper companies established in Hong Kong and the UAE.

How the Money Moved — the Route Treasury Disclosed

What stands out in this announcement is that it spelled out the fund routes in concrete terms. According to Treasury, Rajabi's network moved crude oil sale proceeds through Hong Kong to the UAE and Türkiye, converted them into gold and cash, and then smuggled them by Mahan Air flights to Iran and to proxies around the world. This is what Treasury stated as the basis for designation.

State Department — Simultaneous Designation of Cuba's BICSA

The same day, the State Department designated Cuba's Banco Internacional de Comercio S.A. (BICSA) under Executive Order 14404. The reason was that it operates in the financial sector of Cuba's economy, and Treasury said BICSA has provided services since at least 2022 to Iran's Karafarin Bank, which is a designated party. Secretary of State Marco Rubio said on his own account that Cuba has served as an "outpost" for hostile forces including Iran and that BICSA had been designated. https://x.com/SecRubio/status/2110783383089418457

Financial Institution Alert the Same Day

The Treasury Department's Financial Crimes Enforcement Network (FinCEN) also issued an alert the same day asking financial institutions to file suspicious transaction reports, saying the Iranian regime might abuse religious charity networks such as religious donations (khums). This is an "alert," separate from a designation. https://x.com/USTreasury/status/2110789567075024923

Why Now

"Operation Economic Outcast" is an operation Secretary Bessent began on August 24, calling it "economic D-Day." Treasury explained that Iran, under comprehensive sanctions, relies on a shadow finance network spanning several countries, and that this action targets its core structure. It also restated a secondary sanctions warning that foreign financial institutions that conduct "significant transactions" with designated parties may have their U.S. correspondent accounts cut off.

The Treasury press release sets out the designation structure as follows. The seven foreign-exchange staff of Farab Sorough Qeshm Company (FSAQ), identified as shadow finance practitioners, are Zhila Mohammadi, Milad Katebi, Amir Sabeti, Nazanin Borji, Fatemeh Vasighi Meraji, Azadeh Abdolalipur, and Farzad Allahyar. Treasury applied Executive Order 13902 to each of them on the grounds that they acted, or purported to act, directly or indirectly for or on behalf of FSAQ. Hong Kong's Elitesphere Trading Co., Limited, designated together with them, was written as a company FSAQ used to move funds through brokers and front companies of the Rahbar network. The fact that individuals' names were placed on the list differs from a criminal indictment or a guilty verdict.

Treasury also differentiated the amounts for the currency exchange network. Najafzadeh Exchange was written as having processed transactions worth hundreds of millions of dollars for Iranian financial institutions linked to Bank Mellat and its Rahbar, Tejarat Sarir Afrooz Kish. Jalali Exchange, by contrast, was written as having assisted payments worth tens of millions of dollars for Iran's shadow finance network and designated Rahbars. Hosseini Parsa Exchange was explained by the relationship that the already-designated Bavi General Trading had used that exchange's official documents and letterhead for its own business. That the amount expressions are divided between hundreds of millions of dollars and tens of millions of dollars means Treasury presented the roles of each network separately; it does not mean each amount is criminal proceeds proven in court.

There is one more link in Rajabi's designation in the original text. Treasury wrote that Rajabi, who lives in Dubai, has worked together with Seyed Naiemaei Badroddin Moosavi, a Hezbollah financier and Islamic Revolutionary Guard Corps Quds Force facilitator designated on April 15, 2026. It also specified the business information that Farzanegan Energy Pars Company, operated by Rajabi, is currently developing the Farzanegan gas condensate refinery facility in Iran's Bushehr Province. This designation therefore has a structure that uses ownership and control relationships as the basis for sanctions by bundling not only the individual crude oil broker but also a refinery business company and a trading company together.

The detailed wording on sanctions effects was also newly confirmed. Treasury wrote that not only a designated person's assets in the United States but also assets owned and controlled by U.S. persons are subject to blocking and must be reported to OFAC. If a foreign financial institution knowingly conducts or facilitates a significant transaction for a designated party, the opening of a correspondent account or payable-through account in the United States may be prohibited or strict conditions imposed. Violations may lead to civil and criminal penalties, and OFAC stated that it can impose civil monetary penalties on a strict-liability basis regardless of whether the person is a U.S. person. The announcement also included a sentence that a person who provides sanctions-evasion information to the FinCEN whistleblower program may be eligible for an award if it leads to a successful enforcement action resulting in monetary sanctions of more than $1 million. This shows that a designation is not simply publication of a list but a device that directly changes the transaction screening standards of financial institutions in third countries.

The course of expansion of the scope of Executive Order 13902 is also confirmed in OFAC's official records. On October 8, 2020, Treasury determined that Iran's financial sector was subject to this executive order and sanctioned 18 major banks. Then, on October 11, 2024, it determined that the petroleum and petrochemical sectors were also subject to it. That is the institutional background that allows the October 2026 designations to rest simultaneously on the financial and petroleum sectors. Which sector each designated party falls under is as Treasury wrote for each party in its press release.

Further Developments — the FinCEN Alert's Red Flags and Reporting Wording

The FinCEN alert (sb0661) issued the same day is not a simple call for attention; it specified even how financial institutions should write suspicious activity reports (SAR). The alert number is FIN-2026-Alert008. FinCEN stated that the Iranian regime might abuse religious charity networks, including the religious donation khums, to send funds to Iran or Iran-linked actors, and also noted the possible use of informal remittance channels such as hawala and of cash couriers. The red flags presented included organizations that collect only donations without actually providing charitable services; a pattern in which large donations of unclear origin come in over a short period and then large amounts go out to another charity; behavior seeking to avoid reporting and record-keeping obligations; and a pattern in which a customer who received money from a charity whose transactional relationship is unclear immediately withdraws it in cash or remits it onward to a third party. FinCEN asked financial institutions to insert the term FIN-2026-IRANCHARITYABUSE in Field 2 of the SAR form and in the narrative section.

FinCEN also drew a line at the same time. It wrote in the alert that a single red flag alone does not establish a suspicious transaction, that legitimate charities must be able to use financial services through transparent channels, and that banks must apply risk-based customer due diligence procedures to charitable and nonprofit customers. This alert therefore did not declare all Iran-related charities to be prohibited transaction parties. A designation (SDN) and an alert have different legal effects. A designation directly gives rise to asset blocking and transaction prohibitions, while an alert is administrative guidance telling financial institutions to strengthen monitoring and reporting. A designation and an alert remain separate measures even when they come out on the same day.

What Is at Stake for South Korea

No South Korean entity or individual was mentioned in this announcement. The secondary sanctions provisions, however, apply to foreign financial institutions as a whole, so a need may arise for domestic banks to review their Hong Kong, UAE, and Türkiye transactions. This is a general principle, not a confirmed effect.

Next Steps

Designated parties may petition OFAC for removal from the list. Treasury wrote that "the ultimate goal of sanctions is not punishment but behavior change." How the Iraqi government responds to the IDB designation is the next point to watch.
